1. jerusalem has lots of height restrictions, because of the old city, we want to keep it visible from as much areas as possible.

2. the city center (a few streets) and places far from the old city can build high. we now have a 32f, 24f, 20f and 17f towers u/c in jerusalem.

3. today it is prefered by the muni. to allow to build dense (6-11f) blocks and not to build high.
