I don't have a top 10, just a top 5, which order is:
1.Tel Aviv, Israel
2.Amsterdam, Holland
3.bruges, Belgium
4.Toronto, Canada
5.Buenos Aires, Argentina
Other cool cities are London (just to visit), Jerusalem, San Francisco, Montreal and Prague.
From what i have seen online i can say that Moscow, Auckland, Vancouver, Madrid, Tokyo, Johannesburg, Milan, Marrakech are cool cities to visit too.
