Some teams trade their picks to others prior to the draft, while some trade their drafted players to another team. The parenthese after the team with the pick is who had it originally when it was being made, while the parenthese after the player that was picked is where they were sent to in a trade that was made later on durring the draft. To clarify what you quoted, the Blazers acquirred the 36th pick from the Knicks and drafted Omer Asik, who they later on made a trade with the Bulls to send him there.
