Not sure if it's an official render as the picture simply looks skillfully photoshopped from the original (you can see a small inconsistency in the repeating pattern between the first and second repetition at the bottom). Clearly the 'render' was note made before the tower was built, but doctored from an existing photo, which greatly implies that it's unofficial. Even so, this is probably the most accurate render to date.
