Orit Bar-Gil 17 Aug 08 16:34 The Jerusalem Regional Planning and Building Commission has set the building texture for the city as part of the regional outline plan. The commission said that it supports new housing projects, especially for young couples, but that these projects must ensure the quality of life of the residents and emphasize the development of public space. The current discussion did not cover the Jerusalem city center, which was discussed earlier, or the Old City, which will be discussed later. The Jerusalem Regional Outline Plan proposes a texture for each neighborhood, detailed high-density neighborhoods, low-density neighborhoods, low level buildings in the Old City basin, residential areas for which detailed plans will be formulated, and areas for unrestricted high-rise construction. The Regional Planning Commission banned all construction in Jerusalem's valleys. The city's fabric will permit the addition of two floors to existing buildings up to a maximum of six floors. Buildings of up to eight floors will be allowed on empty lots. Buildings can be no more than 3-4 floors in the Old City basin, depending on the proximity to the Old City itself. The number of low-density neighborhoods has been increased. No new housing units may be built in these areas. The Regional Planning Commission ruled that construction in the new building zones will be carried out on the basis of a detailed plan authorized by the commission. The Society for the Protection of Nature's representative on the Regional Planning Commission, Avraham Shaked, said that high-rise residential construction should be restricted to 18 floors in the zones where such buildings are permitted. He said that the neighborhoods of Gilo, French Hill, and Ramot should be excluded from the zone where high-rise construction will be controlled because of proximity to the Old City and historic city center. Ariel Rosenberg 19 Aug 08 13:13 A group of US and South African Jews has bought a nine-dunam (2.25-acre) site in the Givat Shaul neighborhood of Jerusalem for $23 million, on which they plan to build more than 300 apartments for the haredi (ultra-orthodox) community. The price amounts to $77,000 per land per apartment. The investors will submit a plan to consolidate the lots in order to build nine buildings with 34,000 square meters of residential space alone. The total investment in the project will reach NIS 200 million and proceeds are expected to exceed NIS 300 million, leaving a net profit of around NIS 70 million. The haredi community accounts for a substantial part of the Jerusalem housing market, but few haredim can afford to buy the luxury apartments that have been built in the city in recent years. As a result many haredim are moving to Beit Shemesh, and the settlements of Betar Illit and Upper Modi'in, where prices are lower. Haredim who are still buying apartments in Jerusalem are mostly foreign residents, who tend to congregate in the western neighborhoods of Givat Shaul, Har Nof, and Romema. 3,000 apartments are currently planned for Romema alone, and demand for apartments there by foreign haredim has reached a peak in the past three years. Noam Sharvit 4 Sep 08 16:23 The High Court of Justice today cancelled Jerusalem Regional Outline Plan 47/1, which called for the construction of a 2,000-unit residential neighborhood on Givat Mitzpeh Naftoah, near the neighborhood of Ramot. High Court of Justice President Dorit Beinish, Judge Edna Arbel, and Esther Hayut accepted the petition against the development filed by local residents and the Society for the Protection of Nature in Israel. The core of the judges' ruling was that the development plan violated National Outline Plan 22 for Forests and Forestation, which designates most of Givat Mitzpeh Naftoah as forest and a nature reserve. The judges also ruled that there were material flaws in the approval process of the development by the planning commission. When the plan was submitted, the Society for the Protection of Nature argued that it was a back-door maneuver to revive the cancelled Safdie plan. It said that separation of the plan for the Givat Mitzpeh Naftoah development from Safdie plan for the development of the region west of Jerusalem was intended to prevent a review of the damage that the development would cause to the natural habitat of the area.
