I worked on many large construction projects in the U.S. and there are very strict federal safety standards. There is a federal agency called OSHA (Occupational Safety and Health Administration). They investigate all serious accidents and set federal safety rules in the work place. Their fines are very large when they find hazardous working conditions. Most large construction projects have safety supervisors to protect the developers from large fines. Often when someone from OSHA comes to a construction site all work often stops for fear of fines. When companies short cut the accident that is caused is more expensive than savings from not being safe.
If there is criminal behavior connected to a building site the police will have set guidelines to protect the public. One thing for sure there should be overhead protection anywhere that pedestrians walk next to a building site. |
