(TASE:AFIL; Pink Sheets:AFIVY.PK) has reached agreement in principle with Road 6 franchisee Derech Eretz Highways Ltd., to act as a subcontractor on Road 431 providing maintenance and operations services, the company's financial report reveals. Danya Cebus's inclusion of the agreement in its financial report confirms the report published by "Globes" that the company was in advanced talks with Derech Eretz on the operation of lateral road 431 from Modiin to Rishon LeZion, which is due to open in early 2009. Danya Cebus, through its subsidiary, Netivei Hayovel Ltd., received the franchise to operate Road 431 for 20-30 years. The annual cost of operating and maintaining the road is estimated at NIS 15 million, which means the total over the duration of the franchise could reach NIS 300 million. Although the two sides have reached agreement in principle on the franchise, the final agreement has still to be signed. The funding is for the western section of the already existing road which will link up with Road 4 near Kfar Shmaryahu. The Road 531 project includes the laying of a railway line and a water pipeline conduit. Approval of the funding will enable Shafir Civil & Marine Engineering Ltd., which won the tender to build the road two months ago, to begin work. Work is scheduled to begin in ten months, once financing is secured. Under the PFI (private finance initiative) project, Shafir will receive a construction grant and an annual fee for operating and maintaining the road, which will revert to state ownership after 25 years. Sources inform ''Globes'' that the contractor, China Civil Engineering Construction Corporation (CCECC) is threatening to stop work immediately over a pay dispute with the project franchisee Carmelton, jointly owned by Ashtrom Properties Ltd. (TASE:ASPR) and Solel Boneh Building and Infrastructure Ltd. CCECC is losing money on the work because of rising prices for raw materials, especially steel, and the weakness of the dollar, and it now wants to reopen the contract. The original contract between CCECC and Carmelton is for NIS 330 million. The sources added that, in the past few months, CCECC has been in negotiations with Carmelton over the contract, but that the talks have deadlocked. The talks are now a critical stage, and unless a deal can be struck, work will stop. The two 4.7-kilometer Carmel tunnels will link Haifa's southern entrance on the Coastal Highway (Road 2) with its northern entrance at the Check Post. CCECC employs 500 workers on the project.
