Well this is a weird article. what it means is, that they are looking for a company to build both the wholesale area and part of the south kirya area as one giant project, which can then explain the huge cost of $1 bn, which means the project of the 4 residential towers, the block around it, the 2 office towers and 6 more office towers in the south kirya zone and a 15,000 sqm mall and huge underground parking lots, would all be built together.. thats weird, because its different projects. I think it would be the biggest building zone ever seen here if it was to all be built together, I just dont understand why they made it all into just one mega-tender..

The article's reference to the south kirya project might be just an example to the city's attempts to "transform" the area. I agree that if the tender is for both projects to be executed by a single contractor, then it's not very logical.

I also dont find it logical that they say local contractors cant participate in such a tender when israeli contractors are building in all of east europe and russia and india.. I think its a "lets show off how big our project is" type of article by someone from tlv muni and more of them are expected because its election year soon, the same is happening in all cities.. pr articles about "big projects starting".

Yea, I know, it makes no sense, especially since Tshuva and Dankner have partnered on building, accoring to them the most fancy hotel complex at a cost of 7 billion dollars. So this would be a drop in the hat for them or lets say for Africa Israel.
