Was my hint (see top quote) so subtle that you missed it? Here it is again: (The name of the city) rhymes with "Panama" (this is way too easy).

At this point, I'm convinced that if anyone can solve the puzzle, he (or she) has declined to do so. Therefore, I'm gonna put this baby out of it's misery now. The one hint I dropped was "rhymes with Panama." The name of the city is Manama, capital of Bahrain.
