In the U.S. this problem is solved through various methods of clean up. On some stretches of roads companies volunteer to keep a stretch of the highway clean in exchange for a small sign with there name on it. There is also mandated community service which a judge will give someone instead of jail time. This community service can be served by picking up trash in a municipal work program. Another program is organized the boy scouts to keep a certain area or park trash free. Most importantly any business or residence that has trash around it will be fined so things get picked up and not left for months to be blown down the road.

Ira, I don't know what parts of New York you are talking about, but I used to live in Long Island, New York, and in my opinion there and Manhattan were about the only clean areas of NYC, if you went to Queens and the Bronx, you for sure wouldn't say it's clean. And let's not even get started about Philadelphia! Trash is a big problem in many cities, but it shouldn't be the norm!
Did you see the videos about all the trash in Naples, Italy, it's not even picked up, residents dump all along the the back roads, I've never seen anything like it. Now that's a real trash problem!! I feel sorry for the residents and the city!

So you agree that there are places that know how to keep trash out of the streets. In Israel this is an area that needs to be improved. It isn't a problem without a solution.

My main point is that it is tolerated and many people even you see it as part of urban living. I know you said it shouldn't be the norm but in Tel-Aviv accumulation of trash in the streets and in public parks is the norm.

I actually live in Westchester County, which is where my hometown, Pleasantville, is located.

All right, do me one favor though, take a look at Naples trash problem, than tell me who you think really has trouble, and this is Italy, not some third world country!
But again I'm not excusing trash anywhere, I'm just saying I don't think it's only an Israeli problem.
