It's still u/c, but will be on hold (in few weeks I guess) for winter season until March (in fact next Friday we will have first temperature below 0 C this year in northern Poland). Also days will be only 4-5 hours long. Then stormy frosty winds will come.

In most cases they will.
But it's possible to continue works inside buildings, when temerature will not drop too low. For example in GT I bet they will make contruction inside the building (or beneath the dome) and prepare its interior for business.
But they cannot build up or use concrete outside b/c of frosty weather (concrete doesn't behave well at very low temperatures).

To my surprise they seem to continue all the construction work. According to unconfirmed information (posted by kryszakk@SSC), they intend to build up to 10 floors till end of the year.
Sounds wery unrealistic, by weather is not so bad as used to be last years during early winter season (Poland is in European transition climatic zone, so we have 4+2 seasons including fading away "przedzimie" = early winter and "przedwiośnie" = early spring season with temperatures between -5ºC and +10ºC with cold/frosty nights and sunny, even relatively warm days).
