That's the elevated side of town, I doubt you could fit within a 250m AHD envelope given the ground must be a good few metres up, maybe even 10m?

Please don't use misguided speculation to guesstimate heights - you are littering the forum with nonsense. This only detracts from the quality of other peoples input.

Heights are not determined by numerous things - but mostly it is about getting the core area to work. This means;

• an efficient core design to address the forces high buildings deal with - while still achieving column dimensions that don't destroy you unit layouts,
• A lifting solution which works. Sometimes for every 6 floors you need another lift shaft. The more floors the more lifts - eventully you have too many lifts taking up valuable floor space.
• Mixed use buildings a worse still in terms of lifts - you need to seperae the shafts and use faster/ larger lifts for commerical/ hotel.
• Residential needs carparking. The more units the deeper your basement goes.
• Cost efficient building is big flate square floor plates. If you site in only 1800m2 in size then this means you have an more expensive floor to build - the higher you go the worse it gets and you may make much less profit if you go too high.
• etc. etc. etc.

But they did say 80-90storeys and so the only thing that would need changing for an increase in height, if I'm correct, would be the power of the pumps etc for services to get the same amount of liquid etc up higher.
