¿How many population that be served by de light rail network?

If the city is small for an undergound network, they could study the possibility of create a tram-train network because both usses the same infrastructure and in the same "network" you have tramways for urban lines and a train for metropolitan area.

Most of the people using the proposed light rail will not live in the area, but rather be travelling around the financial areas and using it as a connecting route. (About 40,000 - 50,000 people live there)

The underground is needed as it will be too expensive to demolish at surface structures and the network through the city at the moment is at capacity so more lines are needed.

no. The place where they are talking about putting the new underground rail line has no current rail.
