Unfortunately, a 200m building is still "GIANT" for our standards - the politicians and mayors and mostly elder people think But indeed, Lisbon is getting more modern by the day (or week, or year...) which is a good sign

Yes... there are specific urban plans that restrict construction height, except for some cases, like author works.
