Like? Well, I do see one instance where the last time they were named host/gave it up the stadium in Barranquilla was built but that was mainly it.
I don't think bidding would make it any easier for them to get some infrastructure projects off the ground anymore than if they didn't bid. For one reason, bidding actually entails spending money to promote the bid itself. I don't know if the population there would mind spending millions courting FIFA for the privilage while certain needs are unmet.
