why don't they build a new stadium for Ankara?

today I watched a TV program called "Sport and Ecomomy". There was an economist and he was provling how building new stadiums increase the numbers of the fans that come to the matches and effect the ecomonic growth of the clubs. I understood that "we don't have so many fans" is not an excuse for not building larger and modern stadiums.

I think it is almost impossible, because Trabzon and its surroundings are not plain, the only available part is Trabzon shore but there are no spaces...
