When I say we should keep students in, I'm talking about the ideal model.
In Israel, there is a university called "Technion": one of the best technical schools known throughout the world. How about the reputation of METU? If the Proffessors at METU encourage students to leave the country, I don't believe it will have a good reputation. It will be just some Turkish students repeating the same fact that it's a world class university...

For the current situation of Turkey, it shouldn't be the focus to discover everything once again..

I'm not saying we discover new things, I'm saying we need to improve what we have at hand.

Sending student out is beneficial, but we don't have any mechanism to get them back..

well... israel is very good in R&D... They can compete with developed coutries... So, they offer world class opportunities for these successful people... we are not at this level yet... When we reach this level, we obviously need to keep verybody inside the country...
METU is a great university... One of the top universities of the world. However, this is only valid for undergrad and little bit for master's degree... Even the head of University of Michigan graduate education admission committee was using phrases like "METU is an excellent university", "we very well know that METU engineers are superior"... However, when you go forward in academic career, then the emphasis of money becomes evident. You basically need money and infrastructure to go ahead, which METU can only offer to you in a limited way... UofM spends more than $800million on research and development annually. It is a public university with a budget exceeding $5-6billion... This wasn't even enough so they launched a donation campaign called "Michigan Difference" to collect $3.5billion additional money annually. These amounts are far beyond the amounts that METU can imagine, at least in near future... People are still complaining about how worse the financial situation of UofM is compared to previous years due to the crisis in automotive industry. As far as I know METU spends ~1.5million on its library... The president of UofM earns $750,000 annually... She is making much more than many CEOs. So, basically, it is obvious that METU cannot compete with this kinda universities in the areas requiring substantial amount of money. So, METU professors just accept the truth and try to get most out of the situation... We gain experience here and learn a lot utilizing the opportunities offered by UofM (also valid for similar situations, obviously) and will bring this experience and knowledge back to Turkey, if Turkey is willing to receive it...

I totally agree with you in that we have to improve ourselves in the fields where we are already not bad... I am also in total agreement with you about the fact that Turkey doesn't have the mechanism to attract people back to Turkey, yet...
